luci-app-banip: improve translation

Remove obsolete "VLAN Forwads" translations
Fix Treshold to Threshold
restore Countries translation
reuse Disable instead of 0 (disable)
reuse old translation Restart for Apply & Restart
untranslate numbers and use o.default
